 We are happy to announce a new era on
 the commodore 64 release market.
 from the next issue on, Propaganda will
 host a new form of the RELEASE LIST,
 which became the most read chapter
 since SHOCK.

 In the future all releases to come will
 be taken from the INTERNET FTP SITES
 and the boards which are left will be
 ignored by the PROPAGANDA version of
 'THE LIST'.


 'HOW COME ?' you may ask and the
 reasons are pretty simple ...
 First of all the INTERNET consists of
 all the services a good BBS has and
 even improves most of them. So most of
 the common problems can be solved on
 #c-64 and most of the games ever
 released are available through FTP.
 Anybody from a C64 user to a Pentium
 133 MHZ has access, if he just wants to
 have it ... On the boards most of the
 time hazzles come up on certain stuff,
 e.g. a game which is not working and
 alike crap ... On the Net you can prove
 your abilities online to a large crowd
 and the beloved ragging nearly falls
 apart ... so let us introduce you to
 a new generation ...

 OFCOURSE WE WOULD LIKE TO TAKE OVER
 MOST OF THE OLD RULES, BUT TIMES HAVE
 CHANGED AND SO DO WE ...
 SO, PLEASE, READ THE UPCOMING RULES
 CLOSELY AND INCASE YOU WANT TO ADD
 COMMENTS OR HAVE CRITICS, WE ARE
 AVAILABLE THROUGH E-MAIL AND IRC.

 So let's begin with the simple
 things your editors had in mind.

- PREVIEWS will get between O.O and 1.O
  points.
  Only the very first Preview of a game
  will get any Points at all.
  So called V2 previews will be totally
  ignored and not mentioned.
  The amount of points given depends
  of the quality and completeness of the
  game.
  The Preview MUST be playable!
  PAL/NTSC fixes will be ignored
  pointwise.

- UTILITIES will receive between O.O
  and 3.O points depending on their
  quality and usability. Another
  Levelsqueezer would get O.O just to
  clear out things.



- RE-RELEASES will reduce the overall
  points for a group by -5 !

- GAMES will get between O.O and 5.O
  points. Already fixed versions will
  receive another +2.O for the points.
  Games becoming fixed later on, will
  receive +1.O to the original points.
  ANY GAMES done using SEUCK, Game
  Makers and BASIC will be ignored.
  The Points are given for the quality
  of the Game itself and for the quality
  of the Release, thus meaning a
  dox-file for a quite confusing game
  is definately a plus for the release.
  Formerly known categories like
  Full-Price and Low-Budget are ignored.




  The Games have to be translated to
  English properly, while graphics
  are ignored. In case a game consists
  of ONLY GRAPHICS you have to translate
  them aswell !

  The maximum value of 5.O can
  therefore only be reached by a very
  good game and a very good crack.
  Up to 3.O is given for a game itself
  and up to 2.O for a good cracking
  task.

  Just slagging an intro on and making
  a lives trainer will give you about
  O.5 and O.8 depending on the intro
  of the crackinggroup aswell.

 A Game is considered fixed whenever
 it is running on PAL and NTSC.
 On NTSC it has to run on the standard
 6567R8 or otherwise revised chips.
 The rarely spread 6567R56A chip
 edition can be ignored.
 The game has to look the same as it
 does on PAL. Whenever just the Music
 was made slower, the additional code
 is not judged as a fix.
 Whenever you write FIXED towards a
 game, make sure everybody can verify
 there was some effort and work put
 into the game ...



 Whenever we are not sure about the
 release containing a REAL fix,
 meaning something was done to make
 it work on NTSC, we will tell the
 reader so and judge the game as
 already working on PAL/NTSC and will
 NOT give the additional 2.O points.

 It is allowed to change the position
 of sprites in the lower and upper
 border to make them more visual.

 So-called music fixes are welcome,
 if they fit to the music, but not
 necessary.






 Now to something NEW!

 OLD games getting fixed will get half
 of the points the complete game would
 get as a NEW release.

 As OLD we made up ONE YEAR.
 Anything released on PAL before and
 after 199O we judge as old and give it
 half of the points.

 Anything released before 199O will be
 ignored.

 Incase you are new to the internet,
 please let someone else explain what
 a SITE is, ok? :)

 We are recently waiting for some of
 the FTP Site maintainers to mail us
 if they want their site to appear
 in the Propagande List.

 So far, just The Digital Dungeon is
 subscribed to the list.





 You may reach The Digital Dungeon
 with FTP to:

 Maintainers are: CBA, Burglar and
                  Viking.


 We would like to see the Maintainers
 of Gangster's Paradise and Mount
 Tokay to send us a mail, if they agree
 becoming a host for Propaganda aswell.








 Uploading to the sites:

 The Release HAS to be in one of the
 common formats, meaning as a single
 PRG file or zipped (1! - 4!) or even
 LYNXed ... additional packing with
 PKZip, GZip or LHA is allowed.
 Strictly forbidden and ignored are
 D64, POO, T64 and emulator alike
 formats.
 Uploads usually go to: pub/c64/incoming

 You have to mail either me at:

 A MAIL is strictly recommended, so we
 can see when you released the game.
 Therefore most problems with the time
 a game got uploaded to a certain Site
 are solved.

 Your mail should also contain the
 copyright, the cracker and supplier and
 maybe addtional information you would
 like to be taken into consideration.

 Incase you don't get a reply to your
 mail, mail-bomb us until we answer.

 You are the one to make us move our
 asses !!!!!! :)

- The Release has to work :)

- Points are devided by the number of
  groups which have been involved into
  the release.

- Fixing Charts are the past.
  There are no american fixing-only
  based groups left, so there won't be
  any fixing charts.
  Points are taken for the Release List
  only.

- Mistakes WE do will be corrected the
  next issue incase you tell us.



- The List will be compiled from Issue
  to Issue and will not be monthly.
  We will keep a steady growing list
  of the yearly points, but for 1996
  there won't be a yearly release chart.

  Note from CZ:

  I hope to die before 1997 ends ...
  Doing a yearly release-list is a pain
  in the ass.
