 We are happy to announce a new era on&lt;br /&gt;
 the commodore 64 release market.&lt;br /&gt;
 from the next issue on, Propaganda will&lt;br /&gt;
 host a new form of the RELEASE LIST,&lt;br /&gt;
 which became the most read chapter&lt;br /&gt;
 since SHOCK.&lt;br /&gt;
&lt;br /&gt;
 In the future all releases to come will&lt;br /&gt;
 be taken from the INTERNET FTP SITES&lt;br /&gt;
 and the boards which are left will be&lt;br /&gt;
 ignored by the PROPAGANDA version of&lt;br /&gt;
 'THE LIST'.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
 'HOW COME ?' you may ask and the&lt;br /&gt;
 reasons are pretty simple ...&lt;br /&gt;
 First of all the INTERNET consists of&lt;br /&gt;
 all the services a good BBS has and&lt;br /&gt;
 even improves most of them. So most of&lt;br /&gt;
 the common problems can be solved on&lt;br /&gt;
 #c-64 and most of the games ever&lt;br /&gt;
 released are available through FTP.&lt;br /&gt;
 Anybody from a C64 user to a Pentium&lt;br /&gt;
 133 MHZ has access, if he just wants to&lt;br /&gt;
 have it ... On the boards most of the&lt;br /&gt;
 time hazzles come up on certain stuff,&lt;br /&gt;
 e.g. a game which is not working and&lt;br /&gt;
 alike crap ... On the Net you can prove&lt;br /&gt;
 your abilities online to a large crowd&lt;br /&gt;
 and the beloved ragging nearly falls&lt;br /&gt;
 apart ... so let us introduce you to&lt;br /&gt;
 a new generation ...&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;

 MOST OF THE OLD RULES, BUT TIMES HAVE&lt;br /&gt;
 CHANGED AND SO DO WE ...&lt;br /&gt;
 SO, PLEASE, READ THE UPCOMING RULES&lt;br /&gt;
 CLOSELY AND INCASE YOU WANT TO ADD&lt;br /&gt;
 COMMENTS OR HAVE CRITICS, WE ARE&lt;br /&gt;
 AVAILABLE THROUGH E-MAIL AND IRC.&lt;br /&gt;

 So let's begin with the simple&lt;br /&gt;
 things your editors had in mind.&lt;br /&gt;
&lt;br /&gt;
                   **&lt;br /&gt;
                   \/&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
- PREVIEWS will get between O.O and 1.O&lt;br /&gt;
  points.&lt;br /&gt;
  Only the very first Preview of a game&lt;br /&gt;
  will get any Points at all.&lt;br /&gt;
  So called V2 previews will be totally&lt;br /&gt;
  ignored and not mentioned.&lt;br /&gt;
  The amount of points given depends&lt;br /&gt;
  of the quality and completeness of the&lt;br /&gt;
  game.&lt;br /&gt;
  The Preview MUST be playable!&lt;br /&gt;
  PAL/NTSC fixes will be ignored&lt;br /&gt;
  pointwise.&lt;br /&gt;
&lt;br /&gt;
- UTILITIES will receive between O.O&lt;br /&gt;
  and 3.O points depending on their&lt;br /&gt;
  quality and usability. Another&lt;br /&gt;
  Levelsqueezer would get O.O just to&lt;br /&gt;
  clear out things.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
- RE-RELEASES will reduce the overall&lt;br /&gt;
  points for a group by -5 !&lt;br /&gt;
&lt;br /&gt;
- GAMES will get between O.O and 5.O&lt;br /&gt;
  points. Already fixed versions will&lt;br /&gt;
  receive another +2.O for the points.&lt;br /&gt;
  Games becoming fixed later on, will&lt;br /&gt;
  receive +1.O to the original points.&lt;br /&gt;
  ANY GAMES done using SEUCK, Game&lt;br /&gt;
  Makers and BASIC will be ignored.&lt;br /&gt;
  The Points are given for the quality&lt;br /&gt;
  of the Game itself and for the quality&lt;br /&gt;
  of the Release, thus meaning a&lt;br /&gt;
  dox-file for a quite confusing game&lt;br /&gt;
  is definately a plus for the release.&lt;br /&gt;
  Formerly known categories like&lt;br /&gt;
  Full-Price and Low-Budget are ignored.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
  The Games have to be translated to&lt;br /&gt;
  English properly, while graphics&lt;br /&gt;
  are ignored. In case a game consists&lt;br /&gt;
  of ONLY GRAPHICS you have to translate&lt;br /&gt;
  them aswell !&lt;br /&gt;
&lt;br /&gt;
  The maximum value of 5.O can&lt;br /&gt;
  therefore only be reached by a very&lt;br /&gt;
  good game and a very good crack.&lt;br /&gt;
  Up to 3.O is given for a game itself&lt;br /&gt;
  and up to 2.O for a good cracking&lt;br /&gt;
  task.&lt;br /&gt;
&lt;br /&gt;
  Just slagging an intro on and making&lt;br /&gt;
  a lives trainer will give you about&lt;br /&gt;
  O.5 and O.8 depending on the intro&lt;br /&gt;
  of the crackinggroup aswell.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;

 A Game is considered fixed whenever&lt;br /&gt;
 it is running on PAL and NTSC.&lt;br /&gt;
 On NTSC it has to run on the standard&lt;br /&gt;
 6567R8 or otherwise revised chips.&lt;br /&gt;
 The rarely spread 6567R56A chip&lt;br /&gt;
 edition can be ignored.&lt;br /&gt;
 The game has to look the same as it&lt;br /&gt;
 does on PAL. Whenever just the Music&lt;br /&gt;
 was made slower, the additional code&lt;br /&gt;
 is not judged as a fix.&lt;br /&gt;
 Whenever you write FIXED towards a&lt;br /&gt;
 game, make sure everybody can verify&lt;br /&gt;
 there was some effort and work put&lt;br /&gt;
 into the game ...&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
 Whenever we are not sure about the&lt;br /&gt;
 release containing a REAL fix,&lt;br /&gt;
 meaning something was done to make&lt;br /&gt;
 it work on NTSC, we will tell the&lt;br /&gt;
 reader so and judge the game as&lt;br /&gt;
 already working on PAL/NTSC and will&lt;br /&gt;
 NOT give the additional 2.O points.&lt;br /&gt;
&lt;br /&gt;
 It is allowed to change the position&lt;br /&gt;
 of sprites in the lower and upper&lt;br /&gt;
 border to make them more visual.&lt;br /&gt;
&lt;br /&gt;
 So-called music fixes are welcome,&lt;br /&gt;
 if they fit to the music, but not&lt;br /&gt;
 necessary.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
 Now to something NEW!&lt;br /&gt;
&lt;br /&gt;
 OLD games getting fixed will get half&lt;br /&gt;
 of the points the complete game would&lt;br /&gt;
 get as a NEW release.&lt;br /&gt;
&lt;br /&gt;
 As OLD we made up ONE YEAR.&lt;br /&gt;
 Anything released on PAL before and&lt;br /&gt;
 after 199O we judge as old and give it&lt;br /&gt;
 half of the points.&lt;br /&gt;
&lt;br /&gt;
 Anything released before 199O will be&lt;br /&gt;
 ignored.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;

 in the Propagande List.&lt;br /&gt;

 subscribed to the list.&lt;br /&gt;

 Uploading to the sites:&lt;br /&gt;
&lt;br /&gt;
 The Release HAS to be in one of the&lt;br /&gt;
 common formats, meaning as a single&lt;br /&gt;
 PRG file or zipped (1! - 4!) or even&lt;br /&gt;
 LYNXed ... additional packing with&lt;br /&gt;
 PKZip, GZip or LHA is allowed.&lt;br /&gt;
 Strictly forbidden and ignored are&lt;br /&gt;
 D64, POO, T64 and emulator alike&lt;br /&gt;
 formats.&lt;br /&gt;
 Uploads usually go to: pub/c64/incoming&lt;br /&gt;
&lt;br /&gt;
 You have to mail either me at:&lt;br /&gt;
&lt;br /&gt;
 countO(at)mail.netwave.de&lt;br /&gt;
&lt;br /&gt;
 or if the thing bounces:&lt;br /&gt;
&lt;br /&gt;

 A MAIL is strictly recommended, so we&lt;br /&gt;
 can see when you released the game.&lt;br /&gt;
 Therefore most problems with the time&lt;br /&gt;
 a game got uploaded to a certain Site&lt;br /&gt;
 are solved.&lt;br /&gt;
&lt;br /&gt;
 Your mail should also contain the&lt;br /&gt;
 copyright, the cracker and supplier and&lt;br /&gt;
 maybe addtional information you would&lt;br /&gt;
 like to be taken into consideration.&lt;br /&gt;
&lt;br /&gt;
 Incase you don't get a reply to your&lt;br /&gt;
 mail, mail-bomb us until we answer.&lt;br /&gt;
&lt;br /&gt;
 You are the one to make us move our&lt;br /&gt;

- Points are devided by the number of&lt;br /&gt;
  groups which have been involved into&lt;br /&gt;
  the release.&lt;br /&gt;
&lt;br /&gt;
- Fixing Charts are the past.&lt;br /&gt;
  There are no american fixing-only&lt;br /&gt;
  based groups left, so there won't be&lt;br /&gt;
  any fixing charts.&lt;br /&gt;
  Points are taken for the Release List&lt;br /&gt;
  only.&lt;br /&gt;
&lt;br /&gt;
- Mistakes WE do will be corrected the&lt;br /&gt;
  next issue incase you tell us.&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
- The List will be compiled from Issue&lt;br /&gt;
  to Issue and will not be monthly.&lt;br /&gt;
  We will keep a steady growing list&lt;br /&gt;
  of the yearly points, but for 1996&lt;br /&gt;
  there won't be a yearly release chart.&lt;br /&gt;
&lt;br /&gt;
  Note from CZ:&lt;br /&gt;

  I hope to die before 1997 ends ...&lt;br /&gt;
  Doing a yearly release-list is a pain&lt;br /&gt;
